The collagen in your skin is probably getting a little saggy, if you are rested, healthy and well hydrated, it is probably an age related change. (I can say this cuz I'm getting there too) If it is age related, it may be only a little plastic surgery can tighten it. Other than that you are limited to nite time eye creams you can get at CVS and a little makeup. Also glasses can hide circles if you get the right shape.
Skin tags can be taken off if you tie a thread around it at the base and tie it really tight. It will turn black and fall off. Also, brand new clean fingernail scissors soaked in alcohol work if you snip them off at the base. Clean your skin with alcohol, lift the tag with tweezers, and snip snip. It only hurts for a minute, put pressure on it for five minutes, then cover with neosporin and a bandaid. Most of the skin tags have pretty small stalks and it stops bleeding pretty quick. If it is too big to cut that way, you would need to get it numbed up and cut off by your doc. (I know because I have cut hundreds of skin tags off of people and they paid me cuz I'm a doc but they could do it themselves if they are careful about the sterile clean part.

get some sleep!!!!! lack of proper sleep causes skin discoloration and uneven tone. i'm afro too.

try cold cucumber slices or tea bags on ur eyes. leave on for 15 min.
the skin tags, either a dermatologist or snip them yourself. i alcohol scissors, snip, then alcohol the sight.
