It could be an allergy or a common skin reaction. The common theme between the times you listed is that your skin is hot when you're doing those activities. It could be a heat rash which is when your skin gets red, irritated and bumpy when you're in a hot location. Sweat can also be an irritant.
Do you get red and bumpy when swimming in an indoor swimming pool? Most pools are not warm enough to cause the rash.
I recommend looking up information about heat rash and allergic reactions (hives) and possibly seeing a dermatologist.

Sounds like you have a case of eczema. Where exactly is it located. Does it get dry and flaky at times? Does it itch? If so you may want to try Aveeno bath for the itching and moisturize your skin periodically. Sweat and different types of soaps can irritate this, so i suggest you use a mild soap. This condition is not curable, but you can control symptoms. contact your local physician.
