What are the tiny blue dots under the skin on my hands?

I would have to say they are blood vessels and if they are blue it could been low blood circulation.

i have that too......i have been told that it is from dish washing liquid. you should wash your hands with soap after you wash dishes. (sounds really wierd but it's true)
